Does setup have to download mirrors.lst and setup.bz2

Can someone explain me how dircolors work?
I don't understand the concept of the environment variable (in this
case - i think - LS_COLORS) and when i try 'set LS_COLORS --COLOR' it
does nothing at all.

And then I started getting these errors when running a perl script:

Problem
Hi, I'm trying out Cygwin's Zsh within Windows Terminal because WT
integrates better with WSL, but Cygwin beats it for working on the Windows
side.
However, I launched emacs and eventually noticed that Ctrl+Space doesn't
work when running under Windows Terminal. It doesn't work on jmacs, and
using
it to be cygwin-enabled (really
simple, just two little changes in tty.c and Makefile to use GNU iconv)
and have been trying it for two days, and it seems to work alright. (If
anybody's interested in testing it, I've put the patched sources in
http://phobeo.com/projects/cygwin/)

This is a known bug in cygwin1.dll. It has been corrected on the CVS
version. Try a CVS snapshot release of cygwin1.dll.
