To Cygwin,
I tested the current build as of 5/28/21 and the issue still exists. Cpu
load gets pegged at 100%. If you are the developer in charge of sshd for
cygwin, please fix this problem. Thanks.

I noticed your initial contact and tried to duplicate what you observed
to no avail.
I set up cygwin openssh as a windows service as you described and also
have been doing it this way for many years.
