I am not sure how to proceed, I am running on windows 64-bit.

I run Cygwin update today, and found out that GeoIP-database preremove
step stall for a long time.
I have cancel the process, and tried to remove the GeoIP-database
package, but it stall at the same step again.
Any guidance on how to determine what cause the stall?

testing version. After downgrading perl (and, after that, biblatex), biber
started working.
