section 4.20) states (as far as I understand) that the Windows path of the
Cygwin system root an executable sees is the parent directory of the fol
installations. At best, nothing will work, at worst, you'll
get unpredictable behavior that is hard to track down.
Each Cygwin installation have its own rebase map.

directories being under one root (at least for non-administrative

We are trying to set up an automated Cygwin install on a Windows
Server 2012 R2 VM in the Google cloud. The idea is to build a script
that makes sure Icinga is able to connect to the server via SSH, for
monitoring reasons.
