think I have it working now, but not after a lot of head scratching,

I absolutely agree, Corinna. The correct fix is to use the
administrators group. I was provided with a crontab that sets the group
ownership to administrators, rather than SYSTEM, and it is fine.

I'm trying to get cron to work, but I'm having problems with it.
$ cygrunsrv -I cron -p /usr/sbin/cron -a -D -e "CYGWIN=tty ntsec"
cygrunsrv: Error installing a service: OpenSCManager: Win32 error 5:
Access is denied.
$ cygrunsrv -E cron
cygrunsrv: Error stopping a service: OpenSCMan

If you can get that to work, then you can address the perl script
problem separately.
