My problems were solved by adding "set CYGWIN=nontsec" to the cygwin.bat file. It
appears that the ACL setup on my machine clashed with ntsec somehow. As I have no
influence on that, turning ntsec off seems to be the only

It certainly sounds like a strange problem. I suspect that:
1. It is not your Cygwin (Unix) permissions

I've just installed Cygwin from the Web onto a Windows NT 4.0 machine. I chose the
defaults plus the "man" package. On logging in, some things do not work:
"man cmd" gives (for cmd = anything)
"/usr/bin/tbl: not found
/usr/bin/groff: not found"
