I checked environment variable settings and they don't appear to be at
fault. First, I tried this:
% /usr/bin/env -i PATH=/usr/bin perl Makefile.PL
% /usr/bin/env -i PATH=/usr/bin make
% /usr/bin/env -i PATH=/usr/bin make test
