I have been able to resolve this issue by adding --env
"CYGWIN=binmode ntsec tty" to the cygrunsrv.exe
install. The full command is as follows:
cygrunsrv.exe --install Xinetd --path /usr/sbin/xinetd
--args "-filelog /etc/xinetd.log" --env
"CYGWIN=binmode ntsec tty" --disp "Xinetd Server"
