Cygwin from scratch, using the latest setup.exe from the website.

exe from the website, and starting with a clean install should ensure I
have the "latest Cygwin package" - whichever package this maye be?

Cygwin (32-bit) on Windows 10:

base-files-mketc.sh exit code 1
When I look at /var/log/setup.log.full, it gives me the following cryptic error
message:
