Thanks Jeremy, this seems to have resolved the issue.
For those who might stumble upon this in the future, here's exactly
what I ended up doing:
1. Edit the /etc/fstab file
2. Added the following line (note: our install of Cygwin is on the X drive):
X:/cygwin / ntfs override,binary,noacl 0 0
