You can easily deploy Cygwin or whatever you want with sysdiff (it can
be found in deploy.cab on Windows 2000/2003 Server CD).
Check google for using sysdiff.
If you have Cygwin base installed, deployment of the rest can be as easy
as copying Cygwin folder.
