There is something mysterious in tar with Cygwin when archive contains hard
links. Similar issues have been reported earlier:

In my case, a colleague was trying to extract a pre-built
p compiler with:
../${GCCDIR}/configure --disable-shared --disable-nls --with-newlib
--without-headers --enable-languages=c,c++ --target=${TARGET}
--prefix=${PREFIX} 2>&1 | tee configure.log
I'm getting tempted to set up a Linux system to see if it can build this...
