I have an existing installation of cygwin on my computer.
Using the cygwin setup program version 2.573.2.2,
I decide to add the program flac.
I select flac, and it gets installed.
When I run it, nothing happens when I run it from bash.
When I run it from a windows command prompt, it produces
a pop-
