2.573.2.2 wget not possible creating files with question mark ? in name

wget for windows outside cygwin exists but is very out of date. Fixing this bug enables more complete functionality. If question mark is not possible to use on this file system at all, please consider altering wget to circumvent this. Please fix this problem for wget in cygwin. Thanks, Pander
