does cygwin have modperl compiled package? I guess no, so I installed
apache-dev which should has the apxs included, but I don't know where
it is installed.

tried to install
it as a server, but my cygwin doesn't have cygrunsrv installed, I
don't know why?

Are you sure about that? Me memory is 1G total, what's recommended
values for the parameter? I 'd like to try again.
