telnet into our windows server, to login and
run a cygwin shell, all done so that our software can run in an
environment similar to how we use Unix, even though the server is
Windows 2000.

Cygwin bash shell.
We have checked term type, modified terminfo and messed with stty and
cannot get it to get these keys.
Is there a way we can get it to accept the vt220 PF1 - PF4 keys on F1 -
F4?.
