I apologize for the above message, I was in the process of trying to get
authorized to this newsgroup while Bill left his more concise answer. I

Assuming cygwin is installed at C:\Cygwin:
C:\Cygwin\bin\rxvt.exe
/usr/bin doesn't normally show up in the Windows world (symlink or somesuch)
