till running, but is
unresponsive. I've tried several times with different mirror sites. Could this
be related to an incomplete uninstall? I followed the instructions in the FAQ
for uninstalling all of Cygwin. Any ideas?

I recently installed cygwin 1.3.16-1 under Windows 2000. It seems to be
functioning normally in most respects, but vi (vim) takes 90 seconds to start.
Does anyone know what the problem might be?
