I just downloaded the latest setup-legacy.exe
On the initial screen, I typed c:\cygwin, chose the all users option and
the UNIX line endings.
Upon clicking `next', Windows tells me that the application has to
terminate.
I then tried Cygwin 1.7 setup.exe, it ran fine.

I'm trying to install a cygrunsrv based service from an MSI package.
The MSI package is created with WiX.
Currently, it fails to install, giving the unhelpful error 1923 and an
Abort/Retry/Ignore pop-up.
