after the latest update of Cygwin, especially
zlib from 1.3 to 1.3.1, luatex and related
programs (lualatex, texdoc, ...) abort
with a panic error: the version 1.3 of the header files
of zlib (compile time) does not match the version 1.3.1
of the dynamic library (runtime).
