If you are going for native builds, why using Cygwin in the first place?
If you still want to use Cygwin for building, you have to install
cross-compilers and properly specify target host.

This depends on the compiler. For a long time, the default C++ dialect
used by both GCC and clang was C++98.
Attempts to make symlinks are handled differently depending on (1) whether or
not the target file pre-exists and (2) whether or not
CYGWIN=winsymlinks:nativestrict is exported. Actually, 'ln' seems to require
the pre-existence as if it were a hard link attempt when CYGWIN is defined.
