I can report that I finally found the problem. User error, of course.
I decided to install 32-bit Cygwin in parallel to my 64-bit. So I
installed a fresh 64 under /cygwin64 and a 32-bit under /cygwin32. I
don't know why but
1) the installation under /cygwin got broken
2) I had some desktop sh
