Can't chmod 700 in Windows 8 CP x64

Hi everyone! I faced this problem while trying to use public key authorization with ssh (it says, key permissions are too open). I tried chmod 700 id_dsa, but that resulted in 770 permissions. I can't set zero second digit. It seems I'm not the only one with this problem: http://stackoverflow.com/
