where can I find the source to the cygwin setup.exe installer?

I am using a vendor's product that installs cygwin. Their installation procedure is poor and fails if cygwin is already installed. I would like to find the source of the cygwin setup program so that I can help them write a better installer. Where is the source to the cygwin setup program setup.e

We have several computers running Windows 2000 and Cygwin. On some of the computers, cygwin has been installed and removed several times for various reasons, new version of cygwin, etc. These installations were not always done by Administrator; they may have been done by another user with admin
