GNU Guix uses SVN to get texlive-texinfo and other TexLive packages, and https://svn.tug.org:8369/texlive/trunk/Master/texmf-dist/tex/texinfo/ really doesn't have the files needed to generate Chinese and Japanese documents. See: https://codeberg.org/guix/guix/src/branch/master/guix/build-system
