I think it makes sense to enhance substitution references somehow so users can define the cross-product of the variable and and the substitution. maybe I could add .EXTENDED_SUBSTITUTION=on $(FOO:[method]:pat=subst) $(FOO:cross:pat=subst) then users can define rules while that's set via: factor
