That seems reasonable. Setting an active translator does not necessarily
entail start

early in the install process of Hurd (especially to get the network up),
and this is only given as a recipe (on the wiki for instance) without
explanation of what it actually does.

I have modified my patch following rejection. It is, I hope, less detailed
while making settrans --help less ambiguous.
