After looking around the code a bit, I saw that
default_pager_object_set_size is in [hurd]/hurd/default_pager.defs,
but is NOT in [gnumach]/include/mach/default_pager.defs. Is it in
fact, missing?

No it doesn't, IMHO. iso9660fs isn't exactly a file-system that a
normal user would use for the root file-system.
