To handle this gracefully, can the module exist but throw up a human-usable
error? That way there's something better than a module not found error.

Is this true? The GFDL certainly caught a lot of attention when it
came out. Also, if the "or any later version" clause isn't given, it
seems there could be a problem blindly upgrading.
At a quick glance, the situation doesn't look that different.
