places. I am going to fix them too.

I prefer to use hyphens, when possible (GNU make only),
but obviously that is not portable to all Make program
A missing stdbool.h inclusion was reported for grep. This patch
fixes it and, since I was touching the file, adds multiple inclusion
guards around the body of exclude.h.
Committed and pushed.

In inetutils we use something like `Version 1.6 (2008-12-27):' in
NEWS, but news-date-check hardcodes it, and expects something else, `*
FOO 1.6 (2008-12-27)', would this be acceptable for overriding the
format?
