I have just tested binutils 2.27 with the patch and 2.28 that contains this
patch and the issue is back. The reloc details from readelf are:

Hi Nick,
Please excuse the delay in getting back to this bug. We looked into this bug
more and found the i386 tools worked fine while the m68k do not. Further it
seems -g works and -e does not.

Zlib fails to build on MacOS. The details are the same issue raised for gdb
(see #32933).
The breakage was reported by an RTEMS user. The issue is
