No, unfortunately proposed patch doesn't change anything when cross-compiling

Please update "make install-data-local" to also remove the installed
libdep.dll.a.

I don't think so. That PR and commit is concerned with versioning applied to
shared libraries. Here in this case the import library of libdep.dll, commonly
