I think we should always uncompress on read unless told not to.
It should help everyone, including ld and gdb.
We can implement linker compression later.

On Linux/x86-64, there are 2 gas test failures:
FAIL: DWARF2 debugging information 2
FAIL: 64bit DWARF2 debugging information 2
due to compressed debug sections with relocations.
