mingw32 does not support weak definitions, only "weak externals" As documented
in ld.info:
_weak externals_
The Windows object format, PE, specifies a form of weak symbols

I believe the problem is that in the old version of ld you are using the *.lib
name was not recognized as a dynamic lib so ld used direct linking to foo.dll in
preference to linking against
