Thanks, for the fix.
The tools did build fine with this error. I only noticed the problem due to
some TLS test run-time failures since emutls was picked up by GCC.

The change between 2.30 and 2.31 is almost certainly due to the fix for
pr23254. What plugin is being used, gcc or llvm, and what version?
