Not sure if this is a bug, but I figured I'd start here.
Also, I have compiled 3.1 on other Alpha platforms using the same OS/PK without
incident. The only difference is that the system I am having a problem with is
a member of a TruCluster V5.1B configuration and the others are not

msgfmt will abort with an error about illegal UTF-8 encoding when
processing ru.po. The Russian text in the file is actually encoded
in KOI8-R.
