Install Issue - 3.2 - invalid multibyte sequence

Make on bash 3.1 fails with "autoconf: not found" (AlphaServer DS10L running Tru64 UNIX 5.1B Patch Kit #5, latest)

Hello, Not sure if this is a bug, but I figured I'd start here. Also, I have compiled 3.1 on other Alpha platforms using the same OS/PK without incident. The only difference is that the system I am having a problem with is a member of a TruCluster V5.1B configuration and the others are not

3.2: po/ru.po encoding error
