In most AMD platforms you can down clock memory speed in the BIOS under:
BIOS_Setup->Advanced->Chipset->Northbridge->DRAM Timing
Set "Memclock Mode" to "Manual" instead of "Auto" and then set the
"Memclock Value" the desired speed in Mhz.
