The hypothetical users of those hypothetically still-in-use scanners would
hypothetically best choose to install AUR/wine-wow64, or the same from
Chaotic-AUR, which can execute 32-bit Windows software without touching any
lib32 binari

And neither you nor any other user has provided any use case existing today

This is also not true. Only the 64-bit sane is linked to by multilib/wine, and
none of the AUR wine package depend on lib32-sane as well.
