and vcs packages differ from stable packages just in where they fetch
their source from.

Yeah I would also expect that they would become orphaned.
I would even say, it is a bug and should be fixed.
After all, a package is not your property, but your privilege (and and
subsequent duty) to maintain.
Maybe worth consideration.
