This is a known bug in Linux 4.4.[1]
It should be fixed in 4.5, which is in [testing] now, so you can try it out.

You can get allow other users to run an xserver by creating
/etc/X11/Xwrapper.config .
from man xorg.wrap :
allowed_users = rootonly|console|anybody
I've used x2go for this sort of thing and have generally been impressed.
