Regardless of what I add in kernel flags, tomoyo-init is never loaded.
I see no noticable error messages anywhere in the logs.
I have confirmed tomoyo-init works when manually loaded, and confirmed that
tomoyo itself is working and loaded.
Anyone with ideas will be greatly appreciated,

The new watchdog 5.13 package removes the rc.d scripts and conf.d files.
There is a systemd service file for watchdog included. There is no
service file for wd_keepalive, because the functionality of wd_keepalive
is provided by systemd - just uncomment RuntimeWatchdogSec=20 in
/etc/systemd/system.
