Replacing mlocate with plocate

e.net/ The question is if people feel a strong desire to keep a locate implementation in `[core]` or if we are fine with this living inside `[extra]`. Adding `plocate` to `[core]` would mean we would need to move a `liburing` to `[core]` and I don't really know if we need that. Any opinions?

the future we could have pacman ensure database signatures are present on the Transparency Log which would prevent most of the trivial compromises of our signing enclave. his is new behaviour. It seems like most of this workflow was there before my debug package implementation. But I'm not sure if this is the actual root of the bug? Does anyone know if `repo-add` and `repo-remove` maybe doesn't have proper lock checking?
