For records,  It is solved by doing the following change in httpd.conf :

   
 ...
 
"satisfy any"  changed to "satisfy all"

   

and proxy repository created in a fresh way first time sync from
master to proxy was done using
"sync-user" manaully. Though, earlier first time "svnsync init" and
"svnsync sync" was done as as other admin user.

Now I can see "/trunk/secret-docs" on proxy too alongwith right group
permissions on this folder.

No, unfortunately there isn't. See these two open feature requests:

- #3216: externals with --depth [1]
- #3311: externals are not created unless depth=infinity [2]

commit signature

Hello,

I'm using SVN for a time and now I would like to create a signature of the 
checked-in codes. I have my trunk timeline and I create a tag with "svn cp".
If I create a tag I would like to create a signature to the codes files with a 
GPG key. Can I create with the svn tools a digital signature to a commit, so all
files in this commit are got this signature? So each tag should be get an own 
signature with a GPG key.

Not out of the box, you can create own post commit hooks or use come
CI tools like Hudson or Jenkins and their plugins.
