I just updated, because I wanted to try if there will be any problems with 16.04 and I have the exact same problems (horizontal lines, mouse pointer not affected). I don't even have to log in, it also occurs if I stay on the login screen long enough. For me it is also not possible to go to a console by Ctrl-Alt-F1. The only solution so far for me is to open a terminal by keyboard shortcut, entering sudo service sddm restart and the password blindly and then re-login. Afterwards everything works. Just to avoid misunderstandings - I meant I upgraded in the sense of the first bug description - to Plasma 5.5.4 via backports. Ok, so the good news is that the issues are gone after an upgrade to 16.04 Beta.
