to enable ID3v2.3 in easy tag please install easytag-aac from ubuntu Software Center, later go to EASY TAG settings->preferences. please remove easytag-aac which you probably have, and install easytag. Easytag standalone do not allow you to change id3v2.4 to id3v2.3.
