[Bug 292710] [NEW] Synaptic download list locked to bottom

Public bug reported:

When downloading new updates, the ability to scroll through downloaded
packages does not work.  The scroll bar is locked to bottom package.  I
do not know if this is a gtk error as the list is being re-drawn or if
synaptic itself can fix, but the entire reason for such a scrollbar is
mute at that point.  More closely it occurs with synaptic-package-
manager and the window titled "Downloading Package Files".

basically the difference here is apt packages not being up to date and
months of changes get to become a long list.

I am sure this can be an automated build process where a virtualbox vm
has unattended-upgrades and then nightly cron job runs vagrant box.
