This error occurs while upgrading from Feisty to Gutsy as well.

Here is the error message:

Cannot change to /var/spool/cron/atjobs: Permission denied

$ ls -ld /var/spool/cron/atjobs
drwxrwx--T 2 daemon daemon 4096 Jul  6 22:47 /var/spool/cron/atjobs

$ ls -ld /usr/sbin/atd
-rwxr-xr-x 1 root root 16040 Feb 20 10:11 /usr/sbin/atd

$ ls -l /etc/init.d/atd
-rwxr-xr-x 1 root root 969 Feb 20 10:11 /etc/init.d/atd

[Bug 26003] Re: Unable to complete online secure transaction

I really don't think that this is an OS issue, since while
I am having the problem with firefox, the Galeon
webbrowser works fine. I can have both apps
open, and firefox will hang, while galeon works fine.
Quite irritating that this issue is still out there after
all this time.

Hi All, It would seem that this bug is still popping up.
I noticed this today, running 13.04.
/proc/mounts is fine.
/etc/mtab is missing nfs mounts.

Enigmail seems not to recognize the gpg executable. The auto-detection
of GPG files, and using "override" with a specified path to /usr/bin/gpg
has not effect. Using the "Wizard" dialog for browsing to the gpg
executable fails to consider the selected path /usr/bin/gpg as the
executable. Running /usr/bin/gpg from terminal works fine.

confirmed also when running from ppa:
running enigmail Version: 2:1.3.4-0ubuntu0.10.04.1~mtn1
running thunderbird Version: 10.0~b1+build1-0ubuntu0.11.10.1~mtn1

The following configuration works fine:
Thunderbird Version: 8.0+build1-0ubuntu0.11.10.1
enigmail Version: 2:1.3.2-0ubuntu1.3
