I can reproduce the problem with another program, too. So, this is not
an issue of Epiphany, but a global one.

What is expected: 
When I start a program maximized on a dual-head and I point to the screen right 
of the main screen, then the program's window should be opened maximized on the 
right screen.

What happens:
When I start the program and move the mouse pointer to the right screen, the 
window of the program flares up on it, but jumps immediately back to the main 
screen.

When I start the program, move the mouse pointer to the right screen and
click on the desktop before the program is started, then the window
show's up on the right screen, but jumps back to the main screen when I
click on that window.

I can reproduce this behaviour e.g. with Epiphany. Just open Epiphany,
maximize it and close it. Then re-open it and move the mouse pointer as
described above.

3) Epiphany should stay on the right screen on startup when my mouse pointer is 
on the right screen.
4) Epihpany jumps back to the main screen, although showing up shortly on the 
right screen.

I use dual-head. When I start Epiphany and move my mouse pointer to the
right screen without clicking on the desktop before Epiphany is started,
Epiphany flares up on the right screen and jumps immediately back to the
main screen. When I start Epihpany, move my mouse pointer to the right
screen and click on the desktop before Epihpany is started, Epiphany
shows up on the right screen, but jumps back to the main screen when I
click on Epihpany's window.

This happens only when Epiphany is started maximized and only on startup
of Epiphany. Everything works well when I move a running Epiphany
instance from the main to the right screen.

You can switch back to a logged in user account without entering the
password, if the user logged of using switch user.

Reproducable on 6.10:
1. Log in to an user account using GDM
2. Log out via switch user
3. Back in GDM hit  and you're in

This seems to work only once: You cannot switch the user, hit
, switch the user and hit the three keys again.
Then you are asked for the password. To work again you have to log out
and log in again.
