Public bug reported: Have not confirmed yet if removing Windows 7 from partition will solve this. Other similar issue reported after someone had Windows 8 installed. [Bug 874181] Re: brltty daemon prevents creation of ttyUSB0 device link
After upgrading from 16.04 to 16.10 I'm now seeing this issue. Removing brltty was a fix for my system.
