Reboot the system and connect.  For SprintPCS, in the USA, this works.  I think 
this should also work for most if not all CDMA connections.

Next stop, make the network management applet create this file correctly

I am having the same problem, and have had it as long as I've been using
Ubuntu (Edgy and Feisty).  The "activate" and "deactivate" menus are
greyed out, even when logged in as root, and even though my non-root
user has everything except root privs.  I can connect via modem just
fine with both ifup and pon, though ifup gives an error "ppp0: ERROR
while getting interface flags: No such device" but connects anyways.

I am using /dev/ttyACM0 to connect; maybe it's looking for a "normal"
serial port and barfing if you're trying to use something else?

As far as I can tell, it's an incompatibility between the version of the
transcoder and the version of dvd::rip.  Iirc, and it's been a while since
I got sick of dealing with it and moved to SuSE, the transcoder is a pretty
old version but a newer version can't be installed due to a couple other
dependencies.
